PTE’s leadership sets direction across the portfolio and works alongside its businesses, guiding strategy and major decisions while each company runs day to day. With the unwavering support of the Tribe’s elected Tribal Council, PTE moves with the autonomy and stability that partners can count on.

  Puyallup Tribal Council

 The Puyallup Tribal Council is the Tribe’s elected governing body. As one of the most stable Tribal governments in the country, the Council provides continuity in policy and decision making, ensuring certainty for PTE’s business partnerships.

Matt Wadhwani

Chief Executive Officer

Matt leads PTE’s direction and key relationships. A Puyallup Tribal member, he turns the Tribe’s enterprise priorities into businesses designed to perform over time. Matt brings nearly a decade of Tribal enterprise experience and the financial discipline of a former Deloitte CPA. He holds a BA in Economics from UC Santa Barbara and an MBA from UC Berkeley.

Julie Hamilton

Chief Financial Officer

Julie leads the financial structure that helps PTE understand risk, plan capital, and evaluate opportunity. With 28 years at the Puyallup Tribe and a law degree from Seattle University, she brings rare institutional depth to the work. In 2007, Julie became the first Tribal financial officer in the Tribe’s history, a role she built from the ground up.

Lois Boome

General Counsel

Lois leads the legal structure behind PTE’s land, business development, and regulatory work. She helps ensure projects and partnerships are built on sound legal footing before they move forward. Lois holds a law degree, an LL.M. in Innovation and Entrepreneurship, and a master’s in Tribal Governance from Evergreen State College. Before joining PTE, she founded her own business and advised startups.

Kyle Eley

Chief Operating Officer

Kyle leads the operating systems that help PTE companies run with greater structure and scale. He works across the portfolio to improve execution without losing sight of the people doing the work. Before joining the Tribe, Kyle worked at Boeing, where he managed cash and negotiated contracts in support of customer programs. He holds a BS in Business from Missouri Valley College and an MS in Engineering and Technology Management from Washington State University.

Annie Pham

Chief Marketing & Revenue Officer

Annie leads the commercial systems behind PTE’s growth. She builds strategies, positions the businesses in the market, and drives the revenue effort. Before joining PTE, Annie served as Chief Marketing Officer at Emerald Queen Casino, where she built a data-led marketing system that changed how EQC understood guests and competed for market share. She holds a BS in Organizational Leadership and studied Behavioral Economics at Yale School of Management.

Tiara Lindberg

Analytics

Tiara Lindberg turns information into insight that supports better decisions across PTE. Her work helps the organization see patterns in the business, understand performance, and act on what the numbers are saying. Tiara holds a BS in Business Administration and an MBA through Chapman University’s international program in Prague. As a Puyallup Tribal member, Tiara Lindberg is building strength for the same community she comes from.

Laura Soulé

Vice President of Finance

Laura oversees finance strategy and operations across PTE’s portfolio, helping leaders translate financial data into business decisions. She brings more than 30 years of experience in financial reporting, planning, internal controls, and compliance, with leadership roles at Amazon, BP, and Deloitte. Her work includes finance transformation and AI-driven process automation. Laura holds a BS in Accounting from the University of Illinois and is a Certified Public Accountant.

Christopher Frey

Executive Director, Fuel & Convenience

Christopher leads PTE’s Fuel & Convenience Division, overseeing store operations, fuel systems, and the teams that run them. He brings more than 15 years of experience in travel stop and convenience retail, with a track record in operations, team development, and large-scale culture change. Christopher is focused on building teams that hold themselves to a high standard and on growing the division’s footprint over time.

Jed Boba

Port Executive Director

Jed leads port operations with more than 25 years of experience in maritime facilities management and development. Before joining the Tribe in 2022, he served in the US Coast Guard, finishing his career as Installation Commander at Coast Guard Base Seattle. Jed holds a BS and MS in Civil Engineering from the US Coast Guard Academy and the University of Illinois Urbana-Champaign.

Roslyn McCloud

Project Planner

Roz has been with the Tribe for more than 18 years, working across departments including Fisheries and Per Capita. She keeps projects on track by managing budgets, schedules, and the critical details that determine whether the work moves forward or stalls.

Deborah Shaughnessy

Director of HR

Deborah leads human resources for PTE, bringing certified SPHR/SCP credentials and hands-on experience across manufacturing, technology, and retail. She joined PTE in 2010 and holds a bachelor’s degree from Washington State University and an MBA from City University of Seattle.

Jennifer Conner

Director of Finance

Jennifer joined PTE in 2021 and brings more than 20 years of finance experience across retail and service industries. She is a CPA, holds a bachelor’s degree from the University of Puget Sound, and has spent her career in the Pacific Northwest.

Ehren Flygare

Government Relations

Ehren has worked with the Puyallup Tribe since 2007, first as a contract lobbyist and now as Director of Government Relations. Over more than 15 years in the political and policy space, he has developed and passed legislation to protect and expand the Tribe’s economic development portfolio. Ehren holds a BS from California Lutheran University.
